The invention discloses a regulation and storage tank for flushing by emptying and replenishing water through a submersible sewage pump. The regulation and storage tank comprises a regulation and storage tank body, a water inlet pipe; the water storage chamber is formed in the center of the bottom of the regulation and storage pond body and is defined by a plurality of water storage weir walls which are arranged in the circumferential direction; the flap valve type flushing door is arranged in each water storage weir wall; the submersible sewage pump is arranged in the pump pit of the regulation and storage tank body; a drainage connecting pipe, a drainage pressure pipe, a backflow flushing pipe and a three-way joint; the emptying stop valve and the water replenishing stop valve are mounted on the drainage pressure pipe and the backflow flushing pipe; the liquid level sensor is arranged in the regulation and storage tank body; the flushing control system is respectively connected with each submersible sewage pump, each flap valve type flushing door, the emptying stop valve, the water replenishing stop valve and the liquid level sensor. The emptying and water replenishing functions of the submersible sewage pump are combined, and the functions of supplying water to the water storage chamber and draining water during emptying are achieved when the rainfall is small.
