The sliding frame is rotationally connected with a limiting plate, the limiting plate is fixedly connected with a pressure adjusting cylinder, a first sliding block and a second sliding block are slidably connected into the pressure adjusting cylinder, and a spring is connected between the first sliding block and the adjacent second sliding block. When the cable is blown by external wind power to shake left and right, the spring between the second sliding block and the adjacent first sliding block gives counter-acting force to the second sliding block, the upward moving trend of the second sliding block is slowed down, and therefore shaking of the cable is slowed down.
