The invention discloses a basement ramp entrance flood early warning and flood prevention device which comprises a basement ramp, a concrete retaining wall and a steel structure canopy, and a water level control pool with a flow groove and a floating ball switch device is arranged outside the basement ramp; fixed pulleys and safety lock catches are installed on the tops and the upper portions of the steel structure canopy stand columns respectively, limiting grooves are formed in the bottom concrete retaining wall, supporting channel steel is arranged between the limiting grooves, winches, an alarm bell and an ascending switch are installed on the concrete retaining wall, and the two winches wind around the fixed pulleys through steel wire ropes to jointly suspend a water retaining steel plate. The safety lock catch comprises a rotating shaft installed on the stand column, a steel lock hook is arranged on the rotating shaft, a reset device and a magnetic coil are arranged between the bottom of the steel lock hook and the stand column and between the top of the steel lock hook and the stand column respectively, and the winch, the alarm bell and the magnetic coil are connected with a power source through an ascending switch and a floating ball switch device. By arranging the water level control pool with the launder and the water retaining steel plate, the water retaining steel plate is quickly lowered and the alarm bell is triggered when the water level is exceeded, so that the risk of basement flooding is eliminated in time.
