The invention relates to a steel pylon construction system and method.The steel pylon construction system comprises an attachment unit, a hydraulic unit and a climbing frame unit, a steel pylon comprises a stand column, a guide rail is arranged between the stand column and the climbing frame unit, and the attachment unit is detachably installed on the stand column; the climbing frame unit is connected with a connecting seat which can be hooked with the attachment unit; an attachment supporting assembly is arranged between the steel cable tower and the climbing frame unit, and the attachment supporting assembly is detachably connected among the steel cable tower, the guide rail and the climbing frame unit; the hydraulic unit is arranged between the guide rail and the climbing frame unit and comprises a hydraulic oil cylinder, reversing boxes are arranged on the upper side and the lower side of the hydraulic oil cylinder respectively, and the hydraulic oil cylinder can alternately jack the guide rail and the climbing frame unit through conversion of the reversing boxes.
