The secondary reinforcing device comprises a fiber net, a mounting part and a reinforced concrete layer, the fiber net covers the steel plate of a beam body, the fiber net and the steel plate are arranged at an interval, the mounting part is fixedly connected with a concrete structure of the beam body, a mounting hole is formed in the mounting part, and the reinforced concrete layer is arranged in the mounting hole. The two ends, located on the two opposite sides of the steel plate, of the fiber net are connected with the installation pieces in a winding mode and penetrate through the installation holes, and the reinforced concrete layer is formed on the fiber net and the steel plate in a straightened state through pouring. The fiber net is wound around the mounting piece, so that the whole fiber net and the mounting piece can be firmly connected, the straightened state can be conveniently kept, the fiber net can be conveniently poured and embedded in the reinforced concrete layer, reliable connection of the reinforced concrete layer and a reinforced structure is guaranteed, and the problems of stripping of the reinforced structure and loss of the reinforcing effect are solved; the service life can be prolonged, and the bearing capacity of the concrete member can be further improved.
