The method comprises the following steps: crushing and screening undisturbed coal gangue, calcining at high temperature, grinding and screening to obtain mechanically ground and thermally activated coal gangue powder; blast furnace slag powder, fly ash, coal cinder powder and mechanical grinding-thermal activation coal gangue powder are mixed in a dry state, and multi-source solid waste mixed powder is obtained; adding the multi-source solid waste mixed powder into the bacillus pasteurii liquid, stirring and adsorbing, and freeze-drying to obtain a multi-source solid waste bacterial adsorbent; calcium oxide, sodium sulfate, dihydrate gypsum and urea are mixed and dried to obtain a composite exciting agent, and the biological curing agent based on the multi-source solid waste comprises a multi-source solid waste bacterial adsorption body and the composite exciting agent. According to the method, resource utilization of a large amount of industrial solid waste is promoted, and the cured waste soil is high in strength and good in durability.
