The asphalt pavement recycling and regenerating device can detect the quality and thickness of pavement asphalt and crush and decompose the asphalt with different depths according to the detection result, and then the crushed pavement asphalt obtained through decomposition is collected through the material collecting device and stored in the material storage device for reuse. According to the method, all asphalt pavements do not need to be crushed, mixed and transported to a factory for screening and distinguishing, so that the recycling efficiency of the asphalt pavements is remarkably improved, the resource waste of the renewable pavement asphalt is reduced, manpower and material resources consumed by screening and distinguishing after mixing are saved, and the quality of the renewable asphalt can be effectively improved.
