Relates to the technical field of steel structure reinforcement, the moving and transporting device comprises a sliding rail and an assembling truss which are arranged on the peripheral side of the bottom of the net cover structure in a surrounding mode, the assembling truss is of an arch truss structure, the two ends of the assembling truss are connected into the sliding rail, and the assembling truss comprises a plurality of main chord members and connecting rod pieces used for connecting the main chord members; a moving and transporting assembly is arranged on the splicing truss, the moving and transporting assembly comprises a driving rail arranged along the full length of part of the main chord members and a plurality of sliding parts sliding on the driving rail, and driving devices for driving the sliding parts to move along the driving rail are arranged at the two ends of the splicing truss. The reinforcing member can be conveniently moved to any area above the single-layer net cover structure, and a layer of net rack structure is additionally arranged above the single-layer net cover reinforcing structure, so that the single-layer net cover structure is reinforced; in the reinforcing construction process, use of hoisting equipment can be avoided.
