The invention discloses low-cement-content fluid-state solidified soil capable of utilizing waste and reducing carbon and a preparation method of the low-cement-content fluid-state solidified soil. The fluidized stabilized soil is prepared from the following components: 100 to 110 parts of fine-grained soil, 10 to 13 parts of cement, 2 to 5 parts of fly ash, 0.5 to 1 part of semi-hydrated gypsum, 0.5 to 2 parts of polyurethane, 0 to 0.5 part of a water reducing agent and 35 to 45 parts of water.
