The invention discloses a steel-concrete combined connecting device of a prefabricated concrete pier column, which comprises a prefabricated concrete upper pier column and a prefabricated concrete lower pier column which are both prefabricated, so that cast-in-place construction is reduced. The steel connector is of a structure comprising the steel wall plate, the connecting upper end plate and the connecting lower end plate, the part, located below the connecting lower end plate, of the steel connector is pre-buried in the prefabricated lower pier column body, the connecting lower end plate is connected with the lower pier column reserved steel bars, and therefore the strength of the connecting structure of the steel connector and the prefabricated lower pier column body is guaranteed; the upper pier column reserved steel bars are detachably connected with the connecting upper end plate, connection of the prefabricated concrete upper pier column and the prefabricated concrete lower pier column is achieved, the connecting quality of the bridge pier column is guaranteed, the steel wall plate of the steel connector is filled with the concrete reinforcing layer, and the structural strength of the bridge pier column is further enhanced. The invention further provides a bridge pier which comprises the steel-concrete combined connecting device of the prefabricated concrete pier column.
