The bubbling device and the water outlet device comprise a first water outlet flow channel, the first water outlet flow channel comprises a water distribution cavity and a gas mixing cavity which are sequentially communicated in the water flow direction, a pressure stabilizing piece for stabilizing the flow of the first water outlet flow channel is arranged in the water distribution cavity, and after the flow of inflow water is stabilized, the inflow water flows through a water distribution hole and then is divided into multiple water flows; a plurality of water flows impinge on the reflecting wall and the scattering wall in sequence in the process of flowing from the water distribution cavity to the gas mixing cavity, the reflecting wall reflects the water flows ejected from the water distribution cavity to the scattering wall, the water flows are reflected to the scattering wall to form scattering flows which are freely scattered, and the scattering flows comprise a plurality of particle water drops dispersed in the gas mixing cavity. The contact area between the scattered flow and the air in the air mixing cavity is increased, so that the air is uniformly mixed in the water, and the water outlet foaming effect is enhanced.
