The invention discloses an electric movable cover plate and a vehicle, and belongs to the technical field of vehicles. The electric movable cover plate is installed on a threshold of the vehicle, and the threshold is provided with a lock catch used for being connected with a door lock on a back door of the vehicle and an opening used for exposing the lock catch. The electric movable cover plate comprises a cover plate body, a rotating shaft and a driving assembly. The cover plate body is provided with an avoiding hole used for avoiding a lock catch of the threshold. The rotating shaft is fixedly connected with the cover plate and is rotationally connected with a threshold; the driving assembly is used for driving the rotating shaft to rotate, so that the rotating shaft drives the cover plate to switch between a first position for covering the opening and a second position for opening the opening; and under the condition that the cover plate is located at the second position where the opening is opened, the lock catch extends out of the cover plate through the avoiding hole so as to be exposed outside through the opening. According to the electric movable cover plate, the opening can be actively covered or opened under the action of the driving assembly, and the situation that the movable cover plate is abraded due to a door lock is reduced to a certain extent.
