The invention relates to the technical field of road engineering materials, in particular to a road roadbed material based on construction waste and a preparation method of the road roadbed material. The road roadbed material comprises the following raw materials in parts by weight: 60-70 parts of gravel, 40-50 parts of sand, 1-2 parts of muck, 60-70 parts of a cementing material and 15-35 parts of water, wherein the cementing material comprises construction waste, gypsum, water and a composite exciting agent. According to the invention, the activity of the 0-300 [mu] m construction waste is excited by using the composite activator, then the construction waste is prepared into the cementing material again, and the strength and hardness of the material are improved by regulating and controlling the ratio of various substances in the cementing material, so that the requirements on the roadbed are met; meanwhile, gypsum is added into a gelling system, so that the strength of the roadbed material can be enhanced, the digestion effect of lime in the system is inhibited, volume expansion is limited, and the freezing resistance of a foundation is improved.
