The invention discloses a composite heat-insulating material and a preparation method thereof, relates to the technical field of ceramic-based composite heat-insulating materials, and provides a composite heat-insulating material with low heat conductivity coefficient and good hydrophobic performance, the composite heat-insulating material comprises an aluminum-silicon aerogel layer and an aluminum-silicon microporous ceramic matrix layer combined with the aluminum-silicon aerogel layer; the aluminum-silicon aerogel layer comprises any one of silicon dioxide aerogel and aluminum oxide aerogel or a mixture of the silicon dioxide aerogel and the aluminum oxide aerogel; and the aluminum-silicon microporous ceramic matrix layer comprises any one of alumina microporous ceramic and mullite microporous ceramic. The composite thermal insulation material overcomes the limitation of ultralow strength of aerogel materials, and is low in heat conductivity coefficient and good in hydrophobic performance, so that the purposes of wide application range (building outer wall thermal insulation, pipeline thermal insulation and kiln thermal insulation) and medium (rainwater and water vapor in a kiln) erosion resistance are achieved.
