The invention relates to a municipal road laying method which is characterized in that bubbles of a main road surface and branch road surfaces are removed and concrete is flattened through a vibration flattening device, the vibration flattening device comprises a handheld support, the handheld support extends downwards and is fixedly connected with a vibration unit, and a vibration support is fixed to the lower portion of the vibration end of the vibration unit; adjusting assemblies are movably connected to the two ends of the bottom of the vibration support respectively, propelling vibration plate assemblies are movably connected to the lower portions of the adjusting assemblies respectively and extend towards the two sides respectively, and the two ends of the adjusting assemblies rotate mutually. The ends, close to each other, of the propelling vibration plate assemblies are horizontally and rotationally connected and spliced with each other, and amplification vibration plates are folded and rotated relative to the splicing ends of the propelling vibration plate assemblies. The vibration leveling device has the advantages that the vibration leveling device is matched with concrete laying to achieve a better vibration excitation effect, and the adopted vibration leveling device can integrally conduct strip-shaped vibration leveling and can also conduct targeted area vibration leveling.
