The invention discloses a resource utilization method of waste incineration fly ash as well as a product and application thereof, the waste incineration fly ash is added into zinc phosphating waste liquid to be soaked, solid-liquid separation and drying are performed, and modified waste incineration fly ash is obtained; the modified waste incineration fly ash, water and sodium silicate are mixed, stirred and cured, and the fly ash-based cementing material is prepared. According to the method, stabilization of heavy metal and removal of chlorine salt are achieved by cleaning the waste incineration fly ash through the zinc phosphating waste liquid, the heavy metal is further solidified in the mode that the fly ash-based cementing material is prepared from the zinc phosphating waste liquid, water and sodium silicate, and the environmental safety of recycling of the waste incineration fly ash is remarkably improved. The method is low in cost and easy to operate, only simple equipment is needed, the process is short, the used zinc phosphating waste liquid is industrial waste, waste is treated with waste, and the cost is reduced.
