According to the technical scheme, the method comprises the following steps that stay cables are provided, and the stay cables are symmetrically installed on corresponding core tubes, steel trusses and multi-layer floor steel frames; setting a tension cable force of the stay cable, and dividing the set tension cable force into a first cable force and a second cable force; carrying out integral active tensioning on the stay cable; and after active tensioning is completed, integral passive tensioning is conducted. The stay cable tensioning device has the beneficial effects that the target cable force is distributed to the active tensioning stage and the passive tensioning stage, the cable tensioning force in the active tensioning stage only accounts for a part of the target cable force, during concrete pouring, the stay cable is tensioned through the dead weight of concrete, and therefore the stay cable achieves tensioning of the target cable force; and the problem of floor cracking caused by excessive tension of the stay cable is avoided.
