The novel low-carbon cementing material disclosed by the invention is produced from industrial solid wastes, and the exciting agent is an alkaline exciting agent; compared with cement, the novel low-carbon cementing material consolidated superfine flotation phosphorus tailings have the advantages that the use amount is greatly reduced, the conveying property, the strength and the like of filling slurry are superior to those of the cement, the production cost is low, and the emission of carbon dioxide is reduced.
