The steering component comprises two rotating rods rotationally connected to the bottom ends of output shafts of the two driving motors, and movable sleeves are arranged on the outer sides of the two rotating rods in a sleeving mode. By arranging the transverse rod capable of being overturned continuously, eddy current appearing on the back face of the transverse rod is disturbed, due to the fact that after the transverse rod is overturned in a reciprocating mode, the inherent frequency of the transverse rod can be repeatedly changed, and meanwhile, the transverse rod can be overturned continuously; when the sharp end of the transverse rod faces the strong wind, the sharp end can cut the strong wind, so that the wind flows away from the planes on the two sides of the transverse plate, the resonance frequency of the transverse rod is effectively reduced, and finally the isolation effect of the fence on the construction site is affected.
