The invention discloses a preparation method of a mine all-tailing paste low-cost early-strength composite filling material. The filling material is prepared from the following materials in percentage by mass: 40-51% of a cementing material, 40-46% of slag powder, 5-11% of lime and 3-6% of a composite adjusting exciting agent, wherein the cementing material components mainly comprise raw materials of CaO, SiO2, AL2O3 and Fe2O3, the raw materials are ground into fine powder, the fine powder is burnt until part of the fine powder is molten to obtain a hydraulic cementing substance, the content of calcium silicate mineral substances is not less than 70% by mass fraction, and the mass ratio of CaO to SiO2 is not less than 2.2; compared with traditional cement, the mine full-tailing paste low-cost early-strength composite filling material has higher early strength and breaking strength, the use amount of a cementing material can be reduced, the mine filling cost can be effectively reduced, and the filling cost can be saved by about 15% under the condition that the mining filling design strength requirement is met.
