According to the method, after the steel strands are anchored by the open anchorage device, the steel strands are cut off after the cable force of the steel strands is released one by one by using the movable pulley and the fixed pulley in a middle releasing manner, so that the cable force releasing removal of the whole stay cable is realized, and the risk of high-altitude operation is avoided when the stay cable is released.
