The invention relates to the technical field of cable laying ships, and discloses a deep sea optical cable laying ship ditching and cable laying system which is characterized in that an embedding plough system of an A-layer deck comprises embedding plough A-shaped frame rollers, an embedding plough A-shaped frame driving oil cylinder, an embedding plough A-shaped frame cross beam and embedding ploughs; the B-layer deck comprises an ROV retracting and releasing system control pavilion, an embedded plough towing winch, an ROV umbilical cable winch, an embedded plough control and power supply cabin, an ROV retracting and releasing system hydraulic power unit and a WROV umbilical cable winch, and is characterized in that the embedded plough towing winch, the ROV retracting and releasing system hydraulic power unit and the WROV umbilical cable winch are gradually far away from the A-layer deck and are sequentially arranged on the transverse central axis of the B-layer deck; an ROV umbilical cable winch and an ROV body are arranged on the two sides of the central axis between the embedded plough towing winch and the WROV umbilical cable winch respectively. The system is reasonable in layout scheme, complete in function, suitable for most sea optical cable construction scenes, free of other supporting ships and capable of achieving safe and efficient operation.
