The offshore pile foundation anti-scour device comprises a rotary connecting piece, a flow guide assembly and a flow blocking plate. The flow guide assembly comprises a rotating body and a plurality of blades, the rotating body is connected with a pile barrel of the offshore pile foundation through a rotating connecting piece, the rotating axis and the axis of the pile barrel are collinear, and the blades are distributed in the circumferential direction of the rotating body. The two spoilers are arranged at the top and the bottom of the flow guide assembly respectively. Aiming at downflow in front of the pile, the spoiler at the top can effectively prevent the downflow from scouring the bottom layer of the sediment. For the incoming flow in front of the pile, due to the fact that the pressure of the blades on the two sides of the rotating body is unbalanced, the rotating body is driven to rotate under the condition of unbalanced reverse pressure, then the incoming flow is disturbed, ocean current energy is consumed, and the incoming flow in front of the pile is prevented from further forming downcomer scouring. And the spoiler at the bottom can greatly reduce sediment loss caused by sand carried by wake flow behind the pile, so that the degree of pile foundation scouring is further reduced.
