The invention provides a foundation monitoring system and method.The foundation monitoring system comprises a positioning assembly and a plurality of inclination measuring assemblies, the positioning assembly comprises a camera component and a plurality of targets, and each inclination measuring assembly comprises a measuring component, a moving component, a control component and a pipeline; the multiple inclination measuring assemblies are arranged at the bottom of the foundation and penetrate through the bottom of the foundation, the two ends of each inclination measuring assembly are located on the two sides of the foundation respectively, the positioning assembly is arranged on one side of the foundation, a target is arranged at one end of each inclination measuring assembly, and all the targets are located in the shooting range of the camera component; the measuring part is arranged in the pipeline and connected with the moving part, and the control part is in communication connection with the measuring part. The method has the advantages that synchronous measurement of horizontal displacement and settlement of the foundation is achieved, and the space coordinates of the measured point relative to the datum point are obtained through calculation; the cost is reduced; and the system failure risk is reduced.
