According to the invention, the cost can be reduced, the elasticity of the punching base plate can be increased while no sulfur is added, the defects of base plates made of reinforced polypropylene, modified PVC and the like in the prior art are overcome, harmful gas generated in the vulcanization process is avoided, the environmental pollution is reduced, and the punching base plate cannot be used again due to too many tool marks.
