The invention provides a structural platform suitable for photovoltaic support installation and a construction method, which are applied to an offshore mud flat photovoltaic project, and the photovoltaic support is installed at the tops of a plurality of tubular piles; comprising a hoop, a transverse supporting rod piece, a supporting pulley, a working platform and a safety guardrail. The hoop is arranged on the pipe pile; the transverse supporting rod pieces are arranged between the adjacent pipe piles, and the two ends of the transverse supporting rod pieces are connected with the hoops on the adjacent pipe piles correspondingly. The supporting pulleys are arranged on the transverse supporting rod pieces, the working platform is laid on the supporting pulleys, and the safety guardrails are detachably arranged on the outer side of the periphery of the working platform. The hoisting times of materials such as offshore installation components can be effectively reduced, the safety risk of high-altitude operation in a traditional construction mode (such as scaffold erection) is reduced, and the installation efficiency of the photovoltaic support can be effectively improved. The method is particularly suitable for installation and construction of the upper module of the offshore beach photovoltaic project which is greatly influenced by tides and stormy waves, high in overhead operation and high in safety risk.
