One embodiment of the present invention provides a soundproof panel which is convenient to manufacture and light in weight, and a soundproof structure comprising the same. The sound insulation panel comprises a pattern plate part and an elastic plate part. The pattern plate part comprises a frame plate and a partition plate which extends to the inner area of the frame plate and divides the inner area of the frame plate into a first elastic area and a second elastic area. The elastic plate portion protrudes from the pattern plate portion, forms a step shape, includes a first elastic plate provided in the first elastic region and a second elastic plate provided in the second elastic region, blocks a flow path of air, and converts sound waves of the air into elastic waves. Under the resonant frequency of the sound insulation panel, the displacement of the first elastic plate and the displacement of the second elastic plate are formed in opposite directions.
