The surface modification material comprises 30-70 parts of a cementing material; 15 to 40 parts of an active powder material; 5-10 parts of a superfine high-activity mineral admixture; 0.02 to 0.5 part of a nano material; 1-4 parts of an emulsion; 1-5 parts of a water reducing agent; 0.1-3 parts of a water reducing agent; the active powder material comprises one or more of fly ash, granulated blast furnace slag and phosphorus slag powder; the superfine high-activity mineral admixture is a submicron mineral admixture and comprises one or more of silica fume, superfine fly ash, superfine steel slag powder and superfine slag powder; the nano material comprises nano silicon dioxide and anatase type nano titanium dioxide. The steel slag aggregate modification method provided by the invention does not need to be placed for a long time and is short in treatment time; no special equipment is needed, and the technological process is simple. The method can be widely applied to steel slag sources of various scales.
