The invention relates to the field of gradient measurement, in particular to a gradient measurement device for territorial space planning. The device comprises a measuring box, two groups of light positioning assemblies, two groups of gradient measuring assemblies and an auxiliary assembly, the bottom of the measuring box is provided with moving wheels, the rear side is provided with a pushing handle, and a data processing controller is arranged inside; the two groups of light positioning assemblies are respectively arranged on two sides of the measuring box, and light positioning surfaces face downwards; the two groups of gradient measurement assemblies are respectively arranged on two sides of the measurement box, each group of gradient measurement assembly is of a triangular structure, the top corner emits measurement light to a light positioning surface, the light angle is positioned, then reflected light is received, gradient change data is obtained, and the two groups of corners at the bottom move in a manner of fitting the ground to obtain a gradient change trend; the auxiliary assembly is located on the front side of the measuring box. Dynamic gradient data are obtained through mobile measurement, gradient measurement is intelligent and accurate, data are rich and comprehensive, gradient changes are visually displayed, and land space planning is facilitated.
