The light frame is provided with a plurality of containing cavities, the heat preservation units are clamped in the containing cavities, and fixing structures are arranged at the end, located at the dam crest and the end, located at the reservoir bottom, of the heat preservation layer. Heat preservation of the asphalt concrete panel is achieved by laying the light frame and the heat preservation unit on the asphalt concrete panel, construction is convenient and fast, the construction period is short, and the standardization degree is high; the stability of the overall structure of the heat preservation layer can be improved, meanwhile, the circumferential direction of the heat preservation unit can be fixed, and deformation of the heat preservation unit is effectively prevented; and the thermal insulation layer can be replaced conveniently when being damaged.
