The invention provides a cross-particle-size grading riprap anti-scour structure and a construction method. The cross-particle-size grading riprap anti-scour structure comprises at least one layer of anti-scour structure. The cross-particle-size grading riprap anti-scour structure is arranged on a soil layer of the seabed. The anti-scouring structure is constructed on the basis of a large amount of broken stones and a small amount of gelled slurry; a large amount of gravel is thrown and filled to the soil layer and/or the surface of any one layer of anti-scouring structure through the gravel throwing guide pipe, and a narrow-particle-size graded gravel accumulation body is formed on the soil layer and/or the surface of any one layer of anti-scouring structure; the gelling slurry is used for being poured in a plurality of local areas of the surface of the gravel accumulation body through the pouring guide pipes; and the gelling slurry is used for diffusing on the surface of the gravel accumulation body and flowing downwards along gaps of the gravel accumulation body, so that the gravel in the flowing range of the slurry is mutually bonded to form a cemented gravel cluster with an ultra-large particle size, and the gravel accumulation body with narrow particle size grading is converted into an anti-scouring structure. The cross-particle-size grading riprap anti-scour structure can avoid long-term cyclic inclination deformation and vibration of surrounding structures.
