The rotary clamping device comprises a bottom plate, a positioning mechanism, a clamping rod group, a telescopic driving part and a rotary driving part; the telescopic driving part is arranged to drive the positioning mechanisms to slide, so that the clamping space formed by the multiple clamping rods between the two positioning mechanisms becomes smaller, then the multiple clamping rods tightly clamp a workpiece, the rotating driving part can drive the rotating disc, the clamping rods and the workpiece clamped by the clamping rods to rotate integrally through the transmission mechanism, and the workpiece can be clamped through the clamping rods. According to the working method, after the telescopic driving part drives the clamping rods to clamp the workpiece, the rotary clamping device and the workpiece are transferred to the preset position through the hoisting equipment, the workpiece is clamped by the clamping rods, and therefore the stability of the workpiece in the rotating and installing process can be guaranteed. And the rotary driving piece drives the workpiece to rotate to realize installation of the workpiece.
