The invention, which relates to the technical field of the photovoltaic window, discloses a photovoltaic window comprising a first transparent plate, a second transparent plate, a radiation refrigeration film and a transparent photovoltaic plate. A fluid channel is defined by the first transparent plate, the second transparent plate and the frame, a fluid inlet and a fluid outlet which communicate with the fluid channel are formed in the body, light-transmitting fluid can be introduced into the fluid inlet, and the fluid outlet can discharge the light-transmitting fluid and can communicate with heat exchange equipment. The light-transmitting fluid is used for absorbing radiation of a non-photovoltaic wave band and converting the radiation into heat; the radiation refrigeration film is arranged on the inner side of the second transparent plate, and the radiation refrigeration film penetrates through sunlight and can perform radiation refrigeration; the transparent photovoltaic panel is used for being electrically connected to electric equipment, and the transparent photovoltaic panel can enable visible light to penetrate through and utilize solar radiation to generate power. The photovoltaic window provided by the invention can meet the requirement of overall regulation and control of the temperature in a building so as to realize heating and cooling in the building. The invention further provides a temperature regulation and control system and method based on the photovoltaic window.
