The invention relates to a polycarboxylic acid water reducer with a defoaming function and a preparation method thereof, the polycarboxylic acid water reducer comprises 10-60 mol% of methylallyl alcohol polyoxyethylene ether, 32-75 mol% of organic acid, 0.1-2 mol% of EO/PO alkynediol addition surfactant, 0.1-0.5 mol% of polymerization inhibitor, 0.1-0.7 mol% of oxidant and 0.03-0.15 mol% of reducing agent, the preparation method comprises the following steps: synthesizing a functional polymer, dissolving the functional polymer in water to prepare a stable aqueous solution, adding the aqueous solution into the aqueous solution, and uniformly stirring to prepare the polycarboxylic acid water reducer with the defoaming function. The obtained polymer aqueous solution is subjected to ternary polymerization with methylallyl alcohol polyoxyethylene ether and organic acid through a redox system, and when the polymer for the hydraulic system is applied to a cement-based or gypsum-based system, the gas content of the system can be remarkably reduced, the appearance can be obviously improved, the compressive strength and the breaking strength can be improved, and the durability can be improved.
