The anchoring clamp comprises an anchoring bearing plate, an anchoring cover plate and an anchoring clamping plate; the anchoring cover plate covers the anchoring bearing plate to clamp one end of the steel fiber bundle; the tensioning clamp comprises a tensioning bearing plate, a tensioning cover plate, a tensioning clamping plate and a hanging belt, the tensioning cover plate covers the top face of the tensioning bearing plate so as to clamp the other end of the steel fiber bundle, and the hanging belt is annular and arranged on the periphery, close to the anchoring clamp, of the tensioning clamp in a sleeving mode so as to change the dip angle of the steel fiber bundle.
