According to the invention, the alkaline solid waste material is used as an active exciting agent to synergistically excite a plurality of bulk solid wastes to prepare the solid waste cementing material, and the dependence on traditional high-energy-consumption cement is abandoned. The solid waste cementing material prepared by the invention is suitable for underground mine goaf filling materials with low cementing-solid ratio (cementing material/fine-grained gold tailings) and low concentration (high water-cementing ratio), and the full utilization of bulk solid wastes is promoted while the production cost is reduced.
