The invention discloses a display panel and a display device, the display panel is provided with a display area and a non-display area, and the display panel comprises a substrate; the dam is arranged in the non-display area of the substrate and surrounds the display area; the dam comprises a first dam, a second dam and a third dam, and the first dam, the second dam and the third dam are sequentially arranged in the direction away from the display area; wherein in the thickness direction of the base plate, the thickness of the second dam is smaller than that of the third dam; the organic packaging layer is located in the display area, extends to the non-display area and covers part of the dam; wherein the orthographic projection of the organic encapsulation layer on the substrate is at least partially overlapped with the orthographic projection of the second dam on the substrate. The ink overflows to part of the dams to form the organic packaging layer, so that concentrated stress borne by the packaging film layer at the first dam and the second dam can be reduced, and the risk of packaging failure caused by breakage of the packaging film layer is further reduced.
