The invention discloses a low-heat Portland cement clinker with an early strength characteristic and a preparation method thereof. The cement clinker comprises the following raw materials in percentage by mass: 60-85% of a calcium raw material; 2 to 20 wt.% of a siliceous raw material; 1-10 wt.% of an aluminum raw material; 1-10 wt.% of an iron correction raw material; 0.1 to 5 wt.% of a mineralizing agent; the mineralizer is at least one of fluorgypsum, phosphogypsum, fluorine slag, manganese slag, yellow phosphorus slag, copper slag and zinc slag. According to the invention, a special process is adopted to control the mineral phase transformation in the clinker sintering process, so that the sizes and structures of C3S and C2S in the low-heat Portland cement are changed, the early strength of the cement is improved, the characteristic of low hydration heat is maintained, the internal temperature rise of the concrete is reduced, temperature cracks are prevented, and the overall quality and safety of a project are improved.
