The method comprises the steps that S1, construction preparation is conducted; s2, machine tool in-place; a horizontal jet grouting drilling machine is aligned with the pile hole position to drill and is oriented through a guide rail; s3, opening holes and installing hole opening pipes; the pre-buried guide pipe is used for further guiding a drill bit of the drilling machine to move and seal and block through an internal guide rail; s4, horizontal drilling is carried out; the horizontal rotary spraying machine adopts high-pressure water for assistance during drilling, a water hole is formed in the front end of a drill bit, and sand around a drill hole is sprayed and cut at high pressure during drilling, so that an auxiliary drilling effect is achieved; s5, tube drawing, rotary spraying and re-spraying; after drilling is completed, re-spraying operation is carried out to guarantee the pile diameter and pile-to-pile occlusion, after drilling is carried out to the designed depth, guniting operation is carried out, and finally a basically-equal-diameter cylindrical cement-surrounding rock particle consolidation body is formed; s6, conducting intubation supplementary injection; and after high-pressure jet grouting is completed, pipe inserting and supplementary grouting are conducted. Collapse and deformation of the soft stratum can be effectively prevented, and the bearing capacity and the waterproof capacity of the tunnel are improved.
