The cement reducing agent disclosed by the invention is simple in preparation process, cement particles are fully dispersed and prevented from being agglomerated under the action of the glycerol and the mixed powder in the cement reducing agent under the action of the composite microcapsules, so that the use amount of cement in concrete with the same strength grade is greatly reduced, the workability of the concrete is improved, and the strength of the concrete is improved.
