The method comprises the following steps: mixing and melting waste incineration fly ash, basalt, limestone, slag, clay, gypsum, glass fiber and cobblestone as raw materials, and performing fibrosis treatment to obtain cellosilk; mixing the cellosilk and the epoxy resin glue solution, performing pressure forming, and performing heating curing to obtain a rock wool board; according to the invention, the epoxy silicon-containing flame-retardant oligomer is added into the epoxy resin glue solution, and the epoxy silicon-containing flame-retardant oligomer improves the heat resistance, flame retardance and compression strength of the epoxy resin. The prepared rock wool board is good in performance, and resource utilization of the waste incineration fly ash is achieved.
