The invention discloses rust-resistant high-strength special grouting mortar and a preparation method thereof. The method comprises the following steps: S1, weighing ordinary Portland cement, silica fume, fly ash bead powder, mineral powder and quartz sand, carrying out multiple experiments by adopting a self-adaptive graded reaction control algorithm, generating an ingredient combination and recording data; s2, evaluating ingredient combination performance by applying an optimization algorithm, and determining an optimal ingredient proportion; s3, weighing and mixing the dry powder according to the optimal proportioning proportion; s4, the mixture is conveyed to a stirring bin through an auger or an elevator, and PVA fibers, a PC-1051 type water reducing agent and a defoaming agent are added; s5, uniformly stirring by using a multi-level self-adaptive dispersion algorithm; s6, slurry performance is detected and recorded; and S7, qualified slurry is used for grouting construction. The problems that in the prior art, reinforcing steel bars are prone to corrosion, and the mechanical property of grouting mortar is insufficient are effectively solved, the corrosion resistance and the mechanical property of the mortar are remarkably improved, and the high requirements of modern building structures for durability and protection performance are met.
