The construction method comprises the steps that a jig frame is manufactured; the pile shoe is divided into a plurality of structural assemblies, and the structural assemblies comprise a bottom plate assembly, a central top plate assembly, a buoyancy tank assembly, a plurality of large vertical plate assemblies and a plurality of peripheral top plate assemblies. A bottom plate assembly, a center top plate assembly, a buoyancy tank assembly, a plurality of large vertical plate assemblies and a plurality of peripheral top plate assemblies are prefabricated. The prefabrication of the bottom plate combination body is carried out on the jig frame, and the prefabrication of the other combination bodies is independently carried out.
