The invention discloses an offshore wind power single pile foundation scale bionic anti-scour device and a construction method, the bionic anti-scour device comprises a fixed lock chain net, the fixed lock chain net comprises an inner lock chain ring and an outer lock chain ring which are mutually nested, the inner lock chain ring and the outer lock chain ring are connected through lock chains, and a plurality of lock chains are arranged at intervals in the circumferential direction of the inner lock chain ring and the outer lock chain ring; the area between every two adjacent chains forms a scale and shell unit; each scale and armor unit comprises a plurality of anti-scour scales and tail built-in scales, and the anti-scour scales are connected in a left-right staggered mode and connected in the direction from the inner chain ring to the outer chain ring to form an anti-scour scale whole; the anti-scouring scales close to the outer chain ring are connected with the outer chain ring through tail embedded scales; and the plurality of anti-scour scales and the tail built-in scales jointly form scale units similar to animal scales.
