The invention relates to the technical field of slope protection, in particular to an anti-scouring system for an upper soil covering layer and a lower rock slope in a cold and arid area. One end of each drainage pipe penetrates through the prefabricated concrete plate and penetrates into the slope soil body, and the intercommunicating pipe is arranged in the slope soil body.
