Disclosed is a two-part system comprising a first component comprising one or more epoxy resins and an epoxy functional material having a functionality greater than 4 and a viscosity of less than 850 cps at 25 DEG C, and a second component comprising one or more phosphate esters having a functionality greater than 4 and a viscosity of less than 850 cps at 25 DEG C, wherein the first component is mixed with the second component at room temperature to form a composition having a peak overlap shear stress after curing under water of at least 7 MPa according to ASTM D1002-10.
