The cement paste retarder is an organic-inorganic hybrid material formed by an organic material and an inorganic material; the organic material is selected from a substance with a carboxylate radical and/or hydroxyl structure; the inorganic material is selected from a compound with a layered structure. The retarder is a solid retarder after inorganic and organic hybridization, has the characteristics of efficient adsorption of organic materials and filling and enhancement of inorganic materials, and is good in stability and excellent in performance, so that the problems that the retarder is poor in stability, poor in thickening linear relation and slow in top strength development at high temperature and high pressure are solved.
