An indication line arranged along the radial direction of the damping rotating shaft is formed on the lower lug plate; and the locking piece is used for locking the keel and is mounted on the bearing piece. The problems that according to an existing wood paving method, keels are difficult to level, and slopes are difficult to find are solved.
