The system comprises a heat-conducting anti-cracking modified asphalt concrete surface layer, a temperature-adjusting emulsified asphalt macadam layer, a heating anti-cracking steel wire reinforced net, a heat-conducting anti-cracking asphalt concrete bottom layer, an energy-storage cement stable base layer, a PLC (Programmable Logic Controller), an energy storage battery, a solar panel and a temperature sensor. Through the heating function of the heating device, the whole road surface is heated, the road surface is uniformly heated, snow accumulation and icing on the road surface are prevented, and the ice and snow removing cost is reduced; the copper-plated steel fibers are added to the surface layer and the bottom layer of the asphalt concrete, so that the conductivity of the asphalt concrete is improved, and the heat-conducting capacity of the asphalt concrete is enhanced; graphite powder in the temperature-adjusting emulsified asphalt macadam layer has better uniform heat conduction performance, so that the emulsified asphalt macadam layer can form a uniform ultrathin heat conduction'panel '; a certain proportion of paraffin is added into the cement-stabilized base layer, the paraffin releases heat in a low-temperature state, and cracking caused by icing of water in the cement-stabilized base layer is prevented.
