A plurality of floating balls are arranged at the top of the culture net, the floating balls pull the top of the culture net under the action of buoyancy, so that a semi-closed net cage structure with an opening facing the sea surface direction is formed between the culture net and the flexible membrane type submerged dike body, and the interior of the net cage structure is a culture area; and flexible membrane type submerged dike design parameters suitable for the actual sea area are obtained through calculation.
